专项申报启动！人大全球文明交流互鉴合作研究计划｜2026年度中外联合研究项目

人大重阳网转报道：为深入学习贯彻习近平新时代中国特色社会主义思想，秉持平等、互鉴、对话、包容的文明观，践行全球文明倡议，推动构建全球文明对话合作网络，为人类文明进步、世界和平发展注入新的动力，在2025年7月举行的全球文明对话部长级会议上，中国人民大学发布“全球文明交流互鉴合作研究计划”，该计划列入全球文明对话部长级会议行动计划清单。作为“全球文明交流互鉴合作研究计划”的重要举措，面对快速变化的世界和中国，深入开展中外联合研究，既向世界讲清中国道路、中国经验，也吸收国外有益成果，是深化文明交流互鉴、构建中国自主知识体系的重要路径。现学校设立全球文明交流互鉴合作研究计划中外联合研究项目专项。现将有关事项通知如下：

一、选题方向

本次申报设置专项选题指南。申请人应在指南划定的研究方向中选定申报题目；结合自身研究基础与研究设计确有修改需要的，可在所属研究方向框架内对课题具体名称进行适度修订，核心研究议题须与指南导向保持一致。

二、项目周期和资助额度

该项目为校级项目，研究周期为2年，资助额度共4万元,2026年和2027年分别拨付一部分，负责人可根据年度需求填写预算。负责人须于 2028年9月30日前提交结项申请。因特殊情况确需延期，应至少提前一个月提交延期申请，延期期限最长不超过半年；逾期仍未完成的，学校将依据相关规定终止项目。

三、申报条件

1.申请人资格：我校在编（含苏编）教职工及博士后，须具有中级及以上专业技术职务或博士学位。

2.限项管理：在研的中国人民大学科学研究基金项目（除专项、预研及委托项目和特别支持项目）负责人不能申报。

3.中外联合申报：我校学者联合外方学者组建跨学科团队，鼓励中国人民大学各文明交流互鉴合作研究中心邀请海外学者与校内教师开展联合研究。

4.项目申报人和团队成员应恪守科研诚信和学术伦理，申报材料真实反映前期研究基础和执行能力。项目研究内容不得与已有项目或成果重复，申请人不得以相同或相近研究内容申报本项目和其他项目。

5.近三年有纵向项目撤项、终止记录者不得申报。近三年有学术不端行为记录和师德师风问题者不得申报。

四、成果要求

项目研究鼓励基础理论梳理与实地调研相结合，鼓励通过成果发布、国际研讨、人文艺术交流等方式开展国际传播。具体成果要求如下：

（一）实践成果

提交实践报告1份，字数不少于5000字。报告须紧扣文明交流互鉴主旨，如实记录办会、参会、交流、调研等实践情况，展现不同文明平等对话、包容互鉴的生动场景。报告须附英文对照版，并配15张以上相关高清图片（无肖像权争议）。报告体例规范请联系人文社科部何旭姣。

（二）学术成果

须至少提交以下三类成果中的一项：

（1）联合研究报告1份，字数不少于10000字。报告分比较研究类与案例调研类，可任选一类。比较研究类围绕文明交流互鉴相关议题展开中外对比分析；案例调研类基于实地调研对典型案例进行深描。

（2）联合学术论文1篇，发表于核心期刊或重要国际会议论文集，体现理论深度。

（3）公开出版的联合学术著作1部。

（三）其他说明

实践报告为综合性实践成果，联合研究报告为学术性成果，二者不能相互替代。

所有公开发表成果须按校级项目要求标注。

五、申报流程与时间安排

请于2026年9月27日（周日）17点前，完成线上申报和单位审核，逾期不予受理。获得立项项目请提交纸质版申请书一式一份存档。申报系统操作见附件。

六、特别提示

1.请在项目名称中明确体现选题编号。如“选题01-1：世界文明多样性对人类发展进程的深远价值（The Profound Value of the Diversity of World Civilizations for the Course of Human Development）”。

2.成果标注要求：项目成果在出版、发表或以其他方式公布时，应按要求标注。可唯一标注，也可与一个纵向一类项目共同标注。

标注形式：标注字样+项目批准号+项目名称，或标注字样+项目批准号。

标注字样：中文为“中国人民大学科学研究基金（中央高校基本科研业务费专项资金资助）项目成果”，英文为"Supported by the Fundamental Research Funds for the Central Universities，and the Research Funds of Renmin University of China"。

3.经费使用要求：中国人民大学科学研究基金项目资金来源为中央高校基本科研业务费，根据财政专项资金的要求，当年拨付的经费需要于当年11月20日前执行完毕。受上级单位对执行进度的监控，中国人民大学科学研究基金项目经费在相应时间节点均应达到相应的使用比例要求，否则学校将予以回收统筹使用，具体时间节点以拨款后邮件通知为准。

Notice on Research Application: 2026 Joint Chinese‑Foreign Research Projects under the Global Civilization Exchange and Mutual‑Learning Cooperative Research Programme

Civilizations become richer and more colorful through exchanges and mutual learning. At a time when the futures of all countries are increasingly interconnected, the coexistence of diverse civilizations, as well as exchanges and mutual learning among them, has become essential to addressing shared global challenges and advancing human well-being. Against this backdrop, the Global Civilization Initiative calls for respect for the diversity of world civilizations, and offers a wellspring of insights for nations seeking to deepen cross-cultural dialogue and people-to-people cooperation. At the Global Civilization Dialogue Ministerial‑Level Meeting held in July 2025, Renmin University of China (RUC) unveiled the Global Civilization Exchange and Mutual‑Learning Cooperative Research Programme, which has been incorporated into the action‑plan list of the Ministerial‑Level Meeting. As a key measure to implement the aforesaid Programme, RUC has established a special plan for joint Chinese‑foreign research projects. Relevant provisions are notified as follows:

I. Topic Guidelines

For this call for proposals, a dedicated topic guideline is provided. Applicants shall select their proposal topics from the research areas specified in the guideline. Where adjustments are justified by applicants’ research expertise and project design, moderate revisions may be made to the exact title of the project within the scope of the corresponding research area. The core research theme must remain aligned with the orientation set forth in the guideline.

II. Project Duration

and Funding

These are university‑level projects with a two‑year research cycle and total funding of RMB 40,000. Funds will be disbursed in partial installments in 2026 and 2027, and principal investigators may prepare budgets in light of annual research needs. Principal investigators shall submit project completion applications no later than 30 September 2028. If an extension is genuinely required due to special circumstances, an extension application must be submitted at least one month in advance, with a maximum extension period of six months. Projects that remain unfinished upon expiry will be terminated by the University in accordance with relevant regulations.

III. Application Eligibility

1.Applicant Qualifications: Full-time faculty, staff and postdoctoral researchers of Renmin University of China (including staff located in Suzhou Campus) shall hold intermediate-level or above professional-technical titles or a doctoral degree.

2.Application Restrictions: Principal investigators of ongoing projects supported by the Research Funds of Renmin University of China (excluding special purpose, pre-research, commissioned and special support projects) are not eligible to apply.

3.Joint Chinese-Foreign Application: RUC scholars shall form interdisciplinary research teams together with foreign scholars. Each research centre for civilization exchange and mutual-learning at Renmin University of China is encouraged to invite overseas scholars to carry out joint research with on-campus faculty members.

4.Applicants and team members shall abide by research integrity and academic ethics. Application materials shall truthfully reflect prior research foundations and implementation capacity. The research content of the proposed project must not duplicate existing projects or outputs. Applicants shall not submit proposals with identical or substantially similar research content to this call and other project programmes concurrently.

5.Applicants with records of withdrawal or termination of vertically-funded projects in the past three years are ineligible. Those with records of academic misconduct or breaches of teacher ethics over the past three years shall also be disqualified.

IV. Output Requirements

The project encourages integrating theoretical review with field research. International academic exchanges are also encouraged via research publications, international seminars, and cultural events. Specific output requirements are as follows:

(A) Practical Output

One practical report (no fewer than 5,000 Chinese characters) shall be submitted. Closely centered on the theme of exchanges and mutual learning among civilizations, the report should truthfully document practical activities such as organizing and attending conferences, academic exchanges, and field investigations, presenting vivid accounts of equal dialogue and inclusive mutual learning between different civilizations. A bilingual (Chinese-English) version must be attached, along with no fewer than 15 relevant high-definition images free of disputes over portrait rights. (B) Academic Output

At least one of the following three categories of outputs shall be submitted:

1. A joint research report of no fewer than 10,000 Chinese characters, available in two types: comparative study or field case study. The comparative study provides China-foreign comparative analyses on topics related to exchanges and mutual learning among civilizations; the field case study offers in-depth descriptions of typical cases based on field investigations.

2. A joint academic paper published in a core journal or in the proceedings of a major international conference, demonstrating theoretical depth.

3. A jointly authored academic monograph for public publication.

(C)Additional Notes

The practical report is a comprehensive practical deliverable, whereas the joint research report is an academic one; the two are not interchangeable.

All publicly released outputs shall be acknowledged in accordance with the requirements for university-level projects.

V. Application Procedures

and Schedule

Please complete the online application and institutional review by 17:00 on Sunday, 27th  September 2026. Late submissions will not be accepted. For approved projects, one hard-copy original of the application form shall be submitted for archival purposes. Please refer to the annex for instructions on operating the application system.

VI. Special Notes

1.Please clearly indicate the topic-selection number in the project title. Example: “Topic 01-1: The Profound Value of the Diversity of World Civilizations for the Course of Human Development”.

2.Requirements for Acknowledgement of Research Outputs: All project outputs, upon publication, release or other forms of public disclosure, shall be acknowledged as required. A standalone acknowledgement is acceptable, or joint acknowledgement together with one Category-1 vertical project is permitted.

Acknowledgement format: Acknowledgement wording plus project grant number plus project title; or acknowledgement wording plus project grant number only.

English: Supported by the Fundamental Research Funds for the Central Universities, and the Research Funds of Renmin University of China.

3.Requirements for Fund Utilization: Funds for projects under the Research Funds of Renmin University of China derive from the Fundamental Research Funds for the Central Universities. In accordance with the provisions on special fiscal funds, funds disbursed in the current year shall be fully expended by November 20 of the same year. Subject to the monitoring of fund‑spending progress by higher‑level authorities, project funds of the Research Funds of Renmin University of China shall meet the required spending ratios at corresponding time points. Otherwise, the university will recover and reallocate such funds. Specific time points shall be subject to the email notice issued after fund disbursement.
