当地时间25日，伊朗外长阿拉格齐在联合国新闻发布会上证实，伊朗已通过卡塔尔向美国转达了一项“具体的七天计划”。阿拉格齐表示，如果必要条件得到满足，霍尔木兹海峡可以在七天内重新开放，恢复正常海上通行，现在选择权在美国手中。
