当地时间10月31日，玻利维亚总统罗德里戈·帕斯宣布，受厄尔尼诺现象影响，该国进入紧急状态。
帕斯表示，政府将竭尽全力，尽可能减轻当前波及多个地区的干旱及随后可能发生的洪涝灾害造成的损失。他表示，政府还将通过国际合作和国内资源调配，整合资金和人力资源，应对厄尔尼诺现象带来的影响。（总台记者 廖开迪）
