国家发展改革委10月20日召开新闻发布会，国家发展改革委政策研究室副主任、新闻发言人李超介绍，并不是只有普惠支持型机构才能提供普惠养老服务，国家发展改革委还将指导兜底保障型养老机构利用空余床位提供普惠服务，鼓励完全市场型养老机构提供普惠服务，推动中央企业、地方国有企业新设立举办的养老机构提供普惠服务，通过政府和市场同向发力，提供更多优质优价的普惠养老服务。
