工信部会同国家发展改革委等八部门印发《产业基础能力提升“十五五”规划》，提出 7 个方面 22 项重点任务，目标到 2030 年产业基础能力总体进入国际先进行列。规划要求前瞻布局量子科技、生物制造、脑机接口、具身智能、6G 等前沿领域关键基础产品，并推动人工智能赋能产业基础创新，加强通用大模型和行业大模型研发布局，培育模型即服务、智能体即服务等新业态。2020 至 2024 年，我国产业基础规模主营收入由 9.4 万亿元增至约 13 万亿元。
