1935年10月，中共中央和中央红军胜利到达陕北吴起镇，在胜利山以“切尾巴战役”结束了震惊世界的二万五千里长征，实现了历史性战略转移，中国革命的命运从此改写。通过在全国率先实施封山禁牧和退耕还林，昔日的红军长征胜利落脚点，正铺展开一幅生态富民的新画卷。
