直通东博会｜越南航海总公司副总裁黎光忠：构建广西—越南—东盟绿色物流走廊

It controls approximately 30% of the port facilities across the country and is responsible for the operation of key northern and southern ports, as well as international shipping operations. On September 16th, the Pinglu Canal was opened for navigation. The first batch of foreign trade goods were shipped to the Cienaga Port, which belongs to Vietnam Shipping Corporation.

越南如何抢抓平陆运河机遇？9月18日下午，作为南宁市在东博会期间举办的嘉宾规格最高、影响力最大的国际交流活动，2026南宁—河内经济走廊暨“一带一路”南宁友好城市交流大会举行。越南航海总公司副总裁黎光忠作主旨发言，希望借力平陆运河构建广西—越南—东盟绿色物流走廊，推动越南港口从服务本土市场升级为东盟区域货物中转分拨枢纽。How will Vietnam seize the opportunities offered by the Beilu Canal? On the afternoon of September 18th, the 2026 Nanning-Hanoi Economic Corridor and “Belt and Road” Friendly City Exchange Conference in Nanning was held as a high-level international exchange event for guests during the East China International Expo. Li Guangzhong, Vice President of Vietnam Maritime Corporation, delivered a keynote speech, expressing the hope that the Beilu Canal could be used to establish a green logistics corridor between Guangxi, Vietnam, and ASEAN, thereby transforming Vietnamese ports from serving domestic markets into hubs for the distribution of goods within the ASEAN region.

随着中越经贸联系持续加深，越南已是中国在东盟第一大、全球前四大单一贸易伙伴。9 月 16 日，平陆运河正式全线通航，南宁港至越南芹苴港外贸直达航线同步完成首航，“北港南宁博润” 轮装载的外贸货物驶向由越南航海总公司控股的芹苴港，平陆运河面向东盟的外贸通道作用正式落地。As Sino-Vietnamese economic and trade relations continue to strengthen, Vietnam has become China’s largest trading partner in ASEAN and one of the top four major trading partners globally. On September 16th, the Beilu Canal was officially opened for navigation. The direct foreign trade route from Nanning Port to Ciencoa Port in Vietnam also began operations. The cargo transported by the ship “Beilun Nanning” headed to Ciencoa Port, which is controlled by Vietnam Maritime Corporation. Thus, the Beilu Canal became an important route for foreign trade with ASEAN.

“这份跨境航线成果并非一蹴而就。” 黎光忠介绍，早在今年4 月，北部湾港集团便与越南航海总公司达成合作共识，谋划共建 “南宁经钦州、越南海防至胡志明、芹苴港” 江海联运航线，统筹组织双向货源。依托平陆运河，5000 吨级江海直达船舶可从南宁顺水道直抵越南海港，打通中国西南腹地通往越南沿海港口群的水上通道。在本届东博会系列活动上，双方继续深入磋商，就加密联运航线、共建跨境物流园区等合作方向交换意见。“This achievement in establishing cross-border shipping routes wasn’t achieved overnight,” said Li Guangzhong. As early as April this year, the Beibu Gulf Port Group reached a cooperation agreement with Vietnam Maritime Corporation to develop a combined river-sea shipping route from Nanning through Qinzhou and Hải Phòng in Vietnam to Ho Chi Minh City and Ciencoa Port. This route allows 5,000-tonne ships to travel directly from Nanning to Vietnamese ports, thereby opening up a waterway connection between the southwestern regions of China and the coastal ports in Vietnam. During the East China International Expo, both parties continued to discuss further cooperation, such as enhancing cross-border shipping routes and establishing cross-border logistics parks.

“互联互通，不止是修公路、开航线、建港口，更需要打通货物全链条的数字化平台。” 黎光忠在发言中阐释了“绿色物流走廊” 的丰富内涵，他表示，平陆运河是串联广西、越南与广阔东盟市场的关键纽带，这里的 “绿色”，不只是降低运输碳排放，还包含压缩运输时长、减少待航等待、推行无纸化单证、精简中间流转环节，最终实现整体物流成本下降，依托贸易便利化机制，打造智能便捷的跨境物流大通道。“Interconnection isn’t just about building roads, shipping routes, or ports; it also requires creating digital platforms that enable the entire supply chain of goods to function effectively.” Li Guangzhong explained the meaning of “green logistics corridor”. He said that the Beilu Canal serves as a key link connecting Guangxi, Vietnam, and the vast ASEAN market. The term “green” here refers not only to reducing carbon emissions but also to shortening transportation time, minimizing waiting times, using paperless documents, and reducing intermediate steps. Ultimately, this leads to lower overall logistics costs. With the facilitation of trade, a smart and efficient cross-border logistics network can be established.

根据测算，经由平陆运河开展跨境江海联运，航程可缩短 560 公里，物流成本能够下降 18%‑30%。黎光忠对各方协同推动航线落地给予高度评价，称这条直达航线，正是港航资源、运输网络、物流服务与市场货源有机结合，把互联互通构想转化为现实运力的鲜活案例。According to calculations, using the Beilu Canal for cross-border river-sea shipping, the distance can be reduced by 560 kilometers, and logistics costs can be lowered by 18%–30%. Li Guangzhong praised the efforts of all parties in implementing these shipping routes. He said that this direct route represents the integration of port and shipping resources, transportation networks, logistics services, and market supplies, turning the concept of interconnection into real-world practice.

面向未来深化合作，黎光忠提出系列战略构想：“要立足数字平台与人工智能技术，将物流硬件设施、商贸往来与贸易便利化政策有机融合，释放平陆运河通道价值。”一方面，依托 RCEP、中国—东盟自贸区现有合作基础，推动中国（广西）自由贸易试验区与越南海防、岘港、胡志明市等地自贸区搭建双向货物对接机制；另一方面，充分用好平陆运河出海通道，适配浅吃水海轮，将航线网络延伸至海防、岘港、归仁、胡志明市等越南重要物流节点，强化广西、云南与整个东盟市场的联动。同时推动港口航运基础设施对接数字平台、贸易数据以及 AI 技术，构建高效双向物流体系，推动越南港口从服务本土市场升级为东盟区域货物中转分拨枢纽。Looking ahead, Li Guangzhong proposed several strategic ideas: “We should utilize digital platforms and artificial intelligence technologies to integrate logistics facilities, trade activities, and trade facilitation policies, thereby maximizing the value of the Beilu Canal.” On one hand, based on the existing cooperation under RCEP and China-ASEAN Free Trade Area, the China (Guangxi) Pilot Free Trade Zone should work with Hải Phòng, Trùng Khánh, and Ho Chi Minh City to establish a two-way cargo exchange mechanism. On the other hand, the Beilu Canal should be utilized to accommodate shallow-draft ships, and the shipping routes should be extended to important logistics nodes in Vietnam such as Hải Phòng, Trùng Khánh, Quy Nhơn, and Ho Chi Minh City, thereby strengthening the connection between Guangxi, Yunnan, and the entire ASEAN market. At the same time, port and shipping infrastructure should be connected to digital platforms, trade data, and AI technologies, creating an efficient two-way logistics system. This will help Vietnamese ports become hubs for the distribution of goods within the ASEAN region.

黎光忠表示，越南航海总公司期待联合中越以及东盟多方伙伴，共同搭建起 “一条双向绿色物流走廊、一套数字物流平台、一张广西—越南—东盟互联互通网络”，以平陆运河为支点，持续深化区域物流与经济的深度联通。Li Guangzhong said that Vietnam Maritime Corporation hopes to work together with Chinese and Vietnamese as well as other ASEAN partners to create a “two-way green logistics corridor, a digital logistics platform, and a network of interconnection between Guangxi, Vietnam, and ASEAN”. With the Beilu Canal as a foundation, deeper regional logistics and economic integration can be achieved.
